Upon arriving at the Arcane University in the Imperial City, you should converse with Raminus Polus. He will reveal details about Falcar, who has become affiliated with a necromancer cult and is in possession of Black Soul Gems. Following this discussion, he will instruct you to visit the Mystic Archives and consult with Tar-Meena regarding the Black Soul Gems. After your dialogue with Tar-Meena, she will ask you to retrieve a book titled Necromancer’s Moon from the building. Check to the west on your compass, and you will discover the book on one of the small circular tables. Collect it and return it to Raminus, who will talk about the Shade of the Revenant mentioned in the book.
You should then speak with Bothiel, who might be located in the Orrery or the lobby. Upon hearing about the Shade and Falcar, she will provide you with a quickly written note containing the location of the Dark Fissure. Alternatively, you can take matters into your own hands by conducting the ritual personally. To do this, you must wait for the Shade of the Revenant to appear in the sky–it manifests as a red light seen once a week, especially on the 1st, 9th, 17th, and 25th days of the in-game calendar.
Simply witnessing the Shade should suffice, but you can also place a Grand Soul Gem on the altar and cast the Soul Trap spell as the Shade manifests to produce Black Soul Gems.
