It can be found just north of the Ruined Broch fast travel point, at a fork in the road. Upon arrival, eliminate the bandits and locate Vidar locked inside a cage. You can find the key resting on a crate near a tent.
After freeing him, engage in a conversation with Vidar and agree to meet him in Roscree. This will activate the «Spread Your Wings» quest and label Roscree on your map.
